County Commissioners want to see
countywide parks and recreation plan
During their annual "work session" on Tuesday, commissioners ordered development of a countywide parks and recreation "master plan" before they make any commitments about major projects requested by citizens.
That decision followed a 4-3 vote to reject a request from Cleveland Township leaders to create a special tax district for recreation in their community. The board recently conducted two informal hearings on that idea and found Cleveland residents evenly split on whether to go forward with it or not.
Before that vote, Commissioner Patrick Harris said he favored allowing Cleveland citizens to vote on the proposed tax district in a referendum, which would have to be authorized by the N.C. General Assembly. But other commissioners pointed to the Legislature's reluctance just now to approve anything, including a local referendum, that could lead to new taxation.
Mr. Harris also voiced support for the county's purchasing a proposed park site identified by Cleveland Township leaders, in effect "land banking" the property until decisions can be made about how to proceed with such projects in unincorporated areas of Johnston. "We're not going to lose any money on it," he said, contending that the site in question could later be sold to developers if need be.
But the board failed to reach consensus on that idea, so no action was taken on it.
Commissioner Butch Lawter made the motion to abandon the tax-district proposal. Commissioner Larry Wood seconded, and they were joined in voting for it by Jeff Carver and Board Chairman Ted Godwin. Tony Braswell, Patrick Harris, and Chad Stewart voted against the motion.
Commissioners did agree that the next step in addressing the issue is to employ "professional help" in putting together a countywide plan for parks and recreation projects, and they voted without dissent to instruct the county manager to proceed with that.
Debate about the Cleveland Township request "opened everyone's eyes about the need for parks throughout the county," Mr. Braswell noted.
